The update is OTA (Over-The-Air) so anyone who have an unlocked Dell Streak, it should notify on their device to download and install it.However carrier locked tablets will get the Froyo update in December.
The Dell Streak owner can also manually check for updates by clicking into Settings > About Device and selecting System Updates from there.
The Android 2.2 froyo update would bring lots of new features like Adobe Flash 10.1 support,Improved dialer interface, WiFi hotspot capabilities, 720p video capture, Speed optimizations and many more.
