Airtel subscribers at Kochi in Kerala have been receiving messages from the operator stating an opportunity to upgrade their mobile connections to 4G SIM for FREE. The message looks like an indication that the operator has launched 4G in the area.

To add to it, no documents are required to be submitted for this upgrading. Also, the subscribers can get the SIM card delivered to their houses, if sent a request via message. The data plans and balances will be carried forward to the new connection.

Net Neutrality around the globe and what India can learn

Net Neutrality is the current topic of discussion in India and a lot has been said by different stakeholders in this regard. Off late we have seen different forms of flouting of Net Neutrality be it Facebook tying up with RCom to launch Internet.org or operators launching differential charging packs and likewise which are a smack in the face for Net Neutrality.
While Net Neutrality has recently caught heat in India, it is a hot topic of debate globally and has been so for some time now. Let us take a look at what the scenario is in other parts of the world.
Till date, 3 countries globally have implemented Net Neutrality, Chile being the first country followed by Netherlands and recently Brazil joined the league. Intense debates are happening in other parts of the world including Europe and North America.  It remains to be seen how these debates shape up.

Chile:
Chile became the first country to implement Net Neutrality way back in 2010. This was mostly achieved through the persistent efforts of the citizen-organised group ‘Neutralidad Si’ which strongly demonstrated that the public voice raised in an organized manner does matter. The legislation prohibits the ISPs from meddling with the internet both during content delivery or consumption in any form. Further strengthening this law, in mid-2014 Chile put an end to Zero Rating plans where striped down version of the service were provided to the customers at zero data charges. Zero Rating plan is generally used as a penetration strategy by Telcos where they try to piggyback on the popularity of the OTT apps.
Netherlands:
Netherlands in 2011 adopted a legal framework to support net neutrality. The story unfolded in a manner very similar to what just started in India. Dutch Telecom Player, KPN, launched a plan which required the mobile users to pay extra for using Over-The-Top (OTT) services like Whatsapp and Skype. Usage of these services was eating up the voice revenues and bringing down the profitability. Hence, KPN saw it fit to charge differentially for using different apps and thereby increase its ARPU.
This did not go well with the lawmakers who immediately added net neutrality to the telecommunications law provisions thereby barring KPN from differential charging plans. In reaction to the law, KPN increased its data prices which were followed by the competitors including Vodafone and T-Mobile.
However it remains to be seen, how long this law can sustain in Netherlands as European Union wants to consolidate telecom policies across member states and has placed an amended set of regulations under review for all the member states. ISPs in EU argue against it saying most OTT players are based in US. Striking deals and making the OTT players pay a fee will ultimately help European economy. Final verdict is awaited.
Brazil:
Another country which followed the path of Net Neutrality is Brazil. In mid-2014, Brazil passed a monumental ‘Internet Bill of Rights’ which basically encompasses Net Neutrality and security of Brazilian users of the internet. The law bans telecom companies from charging differentially or for striking deals with different content players for preferential or fast lane data channels. This makes all players equal there by perfectly upholding Net Neutrality.
Unique Situation in Americas:
The case in United States is a little unique when it comes to Net Neutrality. In US, the Internet Service providers are also the cable service providers who have invested a great deal in the network but now find their network clogged by the heavy usage of the content from start-ups like Netflix and Hulu who directly affect the revenues of the cable companies. Hence, ISPs want to be able to charge these OTT content companies for their disproportionate usage of network. Similar is the case with the voice service providers who have eaten their voice revenue shares.
In May 2014, FCC chairman released a plan that would have allowed companies to discriminate and charge/block the content and create fast lanes and priority lanes. This was fought back by millions of outspoken users who forced FCC to rollback its proposal. The new proposal from FCC is to be presented in February 26th. The proposal will be monumental and will set in motion the future course of net neutrality.
Learning for India:
Currently, there are no laws in India which governs Net Neutrality. When Airtel had rolled out differential charging, TRAI chief made it clear that Airtel cannot be held responsible as there is no regulation in India. This clearly points out the need to have in place regulations which can keep in check the telecom operators and prevent them from carrying out any kind of exploitation.
In this regard, TRAI is expected to release a draft paper by the end of February but this is more from the perspective of regulating OTT players. The question that still remains unanswered is will regulating OTT players solve the purpose? Will it uphold the Net Neutrality? Will it make all content on Internet equal and all delivery channels of Internet equal? The next time, one of the operator decides to bring out funny plans, it will still get away with it since there will be no regulation in place.
What we need is a strong Regulatory body which is just and impartial and which works for the betterment of the industry and all stakeholders including the consumers instead of acting as an agent of telcos.
As seen in two of the above cases, organized voices do work and we the informed and responsible users can bring about a change. Let us be vigilant and play an active role in shaping up Net Neutrality in our country.

Reliance Jio may acquire a VoIP license, says Bank of America Merill Lynch

according to a research note released by Bank of America Merill Lynch (BofA-ML), the corporate and investment banking division of Bank of America, there are possibilities for Reliance Jio to acquire a VoIP license. However, the operator may not offer free VoIP calls through its service.
Master jio logo-ver-CMYK
“Given R-Jio’s lack of traditional voice offering and considering that its Vo-LTE (4G) offering may not be mature immediately, we see a possibility that Jio may look to acquire a VoIP license,” said BofA-ML said. “In such a scenario, we do not see the possibility of free VoIP calls being offered,” it added.
BofA-ML also said that DoT’s proposal on regulating domestic calls on internet-based apps like Skype, Whatsapp, Viber etc. may prove slightly beneficial for the existing telecom operators like Airtel and Idea, “as cannibalization of voice revenues from VOIP uptake will likely be slower,” it said.
Also, OTT players like Skype, Whatsapp and Viber may not opt for OTT license as these companies are not telecom players. “They may not make an exception for one country,” said BofA-ML.
“However, the home grown OTTs like Jio chat/Hike may possibly opt to take the license which may allow them to gain traction in the messaging space which is currently dominated by foreign OTT players,” it added.
The research note commented that the traffic created by VoIP will be difficult to monitor. “VoIP traffic (whether it is domestic or international) is difficult to monitor, and the arbitrage opportunity between international VOIP and domestic VOIP may lead to increase in illegal VOIP traffic,” BofA-ML added.

TRAI Simplifies Life for Mobile Users Starting Today

Telecom Regulatory Authority of India (TRAI) the regulatory body seeks to ensure Quality Of Service (QOS) across telecom operators in the country. On 6 January 2012 it outlined several guidelines via Directive no. 308-5/2011-QOS dubbed as TELECOM CONSUMERS PROTECTION REGULATIONS 2012, as earlier we shared on TelecomTalk. On 21 March 2012 these directives need to be implemented starting today.
BSNL will be the first telecom operator which has already announced the implementation of all new guidelines for its prepaid 2G and 3G Mobile service and all other operators will also follow the same.

Following are the benefits the new guidelines bring to consumers:
Simplicity & standardization of tariff vouchers across operators.
Transparency for Value Added Services activated on the account.
Information on premium rate VAS.

Changes which would be ‘seen’ by consumers from now onwards:

New Start Up Kit:
Will contain only the SIM with no rate plan attached (no confusion of tariffs for the customer).

New Vouchers :
Only 3 voucher types will exist (Plan Voucher, Top-up, STV) (easy to differentiate between talktime vouchers against tariff benefits).

Plan Vouchers :
These would offer only the basic plan, with no talktime attached.

Top-Up Vouchers :
These would provide only talktime (in Rupees) with main account validity.

STV Vouchers :
These would provide only rate cutters, and no talktime.

Colour Coding :
The 3 vouchers would be segregated by different colours, for ease of understanding by consumers.

 Usage information :
Consumers would be informed of the usage after every call / data session / VAS activation. While this may be already available with several operators, the same has been now made mandatory.

Past Usage information:
Consumers can now avail their usage over the last 180 days by paying a fee of Rs. 50 per request. Details that would be made available are Calls / SMS / VAS / Roaming.

Account related information:
Consumers can also avail information about their accounts – Tariff plan activated / Account Balance / Active VAS details are now available via SMS to the customer.

Premium VAS Service:
Consumers will be informed that the number they are calling is chargeable, and after a ‘beep’ the VAS service would be connected, thereby offering consumer greater awareness of the tariffs.
Do let us know if you are happy with the new amendment , will this help the customers in better transparency do share your views via comments

.

TRAI also said that it has received lot of complaints whereas the majority of Mobile Number porting requests have been rejected by these mobile service providers on the ground of contractual obligations and outstanding payment dues (less than Rs. 10) as the reason, even though the rejection clause in the Mobile Number Portability Regulations doesn’t allow operators to reject port-out requests on these grounds.

Airtel 4G Due On First Half of April, 2012

If you are disappointed to know Airtel did not launch 4G on March 20, be excited as it is coming fast. As per our sources Airtel may launch LTE-TDD based wireless broadband services in the first half of April, 2012 in Kolkata.

Last week the rumor of Airtel’s 4G launch in Kolkata hit internet and a lot of people, if not everyone had gone crazy to hear it.

Airtel had won spectrum for high-speed wireless broadband service in four telecom circles namely Kolkata, Maharashtra, Punjab and Karnataka and paid Rs. 3,314.36 crore in 2010. The company was allocated 20 Mhz of BWA spectrum in 2.3 Ghz frequency band.

There is a rumour that ZTE may be the equipment partner for Airtel in Kolkata, while tower deal will be done with Indus Towers along with Bharti Infratel. Indus is largest tower company over the globe.

As 2.3 GHz spectrum band will have poor indoor coverage, it is expected Airtel will deploy small cells (femto cells) at places to provide better coverage. It is expected that at this initial stage of LTE roll out the coverage will be scarce and will be available at some pockets of the city. We expect that Airtel may use microwave and fiber optic based backhaul provider to support this ultra high speed wireless services.

At this stage industry leader Airtel is expected to come up with some dongles and some tablets to offer bundled data plans on 4G. This band of LTE spectrum (2.3GHz) is a new band if compared to western countries, as a result Indian private BWA service providers have to make some wise decision to roll out yet to mature LTE services. Many analysis say that in 5 years, LTE will have 20 miillion customers in India.

If we check the history, Kolkata was the first city to have mobile services (2G) in 1995, and today 2G is widely accepted. Can we see the same success with 4G if started with Kolkata?
Now we ask you can 4G be a superhit in India or will a be a flop show whats your take do share your views via comments.
